Creating a Useful Project README

We doc­u­ment our work and help new devel­op­er onboard quick­ly with a thor­ough README file.

The README file lives in the root of the project and, using Mark­down, doc­u­ments all of the impor­tant infor­ma­tion about the project (plu­g­ins, local devel­op­ment tech­nol­o­gy, set­up, etc). 

The goal our README is to help devel­op­ers new to the project get set up and run­ning quick­ly using our local devel­op­ment envi­ron­ment pow­ered by DDEV.
